PRMS is led by Brian Cahill, a former Deputy Chief with the Jersey City Police Department with extensive experience in risk management, major-event preparedness, and multi-agency coordination in dense urban environments. His background includes senior-level responsibility for planning, oversight, and operational coordination related to large-scale public events, complex investigations, and high-visibility operations involving corporate, municipal, and public-sector stakeholders.
Throughout his career, Mr. Cahill operated at the intersection of public safety, executive leadership, and interagency coordination, supporting decision-makers responsible for managing risk under public scrutiny and evolving threat conditions. This experience informs PRMS’s advisory approach, which emphasizes judgment, proportionality, and clarity over tactics or technology.
